Civil liberties are the underlying freedoms and rights that individuals have as citizens of a democratic society. These liberties are the cornerstones of democracy and serve as a check on a government's power. These liberties also ensure the protection of individuals.

An inclusive society involves making an effort to ensure equal opportunities are available to all regardless of one's background. These opportunities enable individuals to achieve their full potential in life. An inclusive society is one in which social exclusion and poverty are combated.

The process of social integration is an important part of creating a society that is inclusive. The outcome of this integration should be to eradicate poverty, offer full employment to all, and override the objectives of development. Society should be just, tolerant, and safe. A society that is inclusive should also have diversity, show respect, and offer equal opportunities and participation to all people regardless of their disadvantages or vulnerabilities.

Social integration should commit to a combination of security, peace, embodiment of social inclusion principles, and the development of human rights. Without these priorities, social integration will fail and lead to a widening of disparities and inequalities. This failure will also cause strains on individuals, migration and major dislocations of population, and economic change.

Creating a society of inclusiveness includes policy measures geared towards a society for all. Each person's importance, value, and dignity must be recognized not only as an ethical norm but as a legal principle and practice. In the end, social inclusion can achieve a multi-dimensional process and play a critical role in promoting sustainable human development.
