STEP 1: Israel and Palestine Sign Following "Memorandum of Understanding" Agreement.
STEP 2: Parties Agree to the "Execution Plan"
Party #1 STATE OF PALESTINE
Palestine should dismantle all armed group infrastructure and, for 10 years, rely on UN security without forming its own army.
Palestine should release all hostages and condemn the acts of October 7th.
Palestine should conduct free and fair elections to establish a democratic government.
Palestine should secure support from the majority of the Islamic countries and the OIC for the recognition of Israel and Palestine as independent states.
Palestine should ensure all citizens under 45 are employed full-time or complete a 12-month vocational education program.
Party #2 STATE OF ISRAEL
Israel should withdraw from Gaza and the West Bank, with UN forces assuming control over these areas and the State of Palestine. Additionally, Israel should release all imprisoned Palestinian children, women, and elderly freedom fighters and allow others the opportunity for a retrial.
Israel should reform its constitution, legal, and administrative systems to ensure equal rights for all citizens, regardless of religion, ethnicity, or color.
Israel must evacuate illegal settlements in the State of Palestine and either dismantle or fairly compensate for illegal settlements within Israel.
Israel should agree to a two-state solution, creating an independent State of Palestine with secure, recognized borders alongside Israel.
Israel should grant open access to all tourists, regardless of religion, to visit and enjoy its sites.

The Democrats is a left-of-center political party in Israel, formed in July 2024 through the merger of the Israeli Labor Party and Meretz. Historically both the Labor Party and Meretz are peace advocates and stand against wars and aggression. The Democrats in Israel stand for a two-state solution to the Israeli-Palestinian conflict, emphasizing diplomacy, human rights, and regional cooperation. They prioritize protecting civil liberties, minority rights, and the independence of the judiciary while promoting social equality and secularism. Their vision blends peace, democracy, and justice, aiming to reduce economic disparities and ensure fair treatment for all citizens, including Palestinians and Arab-Israelis, while limiting the influence of religious parties in public policy.

Approach to peace and democracy:
Fatah is the largest faction within the Palestine Liberation Organization (PLO) and has historically been the dominant political party in the Palestinian Authority (PA). It was founded by Yasser Arafat and other leaders in the 1960s. Fatah officially supports a two-state solution, with the establishment of an independent Palestinian state alongside Israel based on pre-1967 borders, with East Jerusalem as its capital. The party has been involved in peace negotiations with Israel, including the Oslo Accords in the 1990s, but has expressed frustration over the lack of progress in recent years. Fatah maintains that peaceful negotiations are the preferred path to resolving the conflict, although tensions remain due to ongoing settlement expansion and other issues.

Approach to peace and democracy:
Yesh Atid, led by Yair Lapid, approaches the peace process with a centrist stance that prioritizes regional agreements over direct negotiations with the Palestinians. The party advocates for a regional agreement involving the Arab League, believing that this could lead to disengagement from the Palestinians on Israel's terms. Yesh Atid supports a two-state solution but emphasizes maintaining security arrangements that are enforced internationally rather than solely trusting the Palestinians. The party opposes the division of Jerusalem and seeks to balance Israel's security needs with diplomatic efforts in the broader Middle East region

The Likud party of Israel and Hamas of Palestine do not qualify to be judged or ranked on the Peace and Democracy Index of Pledge4Peace.org due to fundamental criteria violations. Likud's policies and actions often involve the continuation of military occupation and settlement expansion, undermining peaceful coexistence. Hamas, designated as a terrorist organization by multiple countries, engages in armed resistance and violence against civilians, which contradicts the principles of peace and democratic governance. Both entities fail to meet the essential standards required to be considered for a peace and democracy evaluation.
